SOUTH HOLLAND, Ill. (May 12, 2024) – The U.S. District Court for the Northern District of Illinois issued subpoenas in late April for a variety of Thornton Township documents, most of which are concerning the businesses, allies, and decisions of Supervisor Tiffany Henyard.
The subpoenas, which were signed on April 25, 2024, compel a Thornton Township “Custodian of Records” to appear at the U.S. Courthouse in Chicago on May 20 to appear before a grand jury. It is unclear who Thornton Township will send as its “Custodian of Records.”
The documents required to be supplied to the grand jury include the following, as per the subpoenas:
- Employment details, contracts, and tax statements regarding Rosie Henyard, Temika Henyard, and Kamal Woods.
- Municipal codes and ordinances related to credit card purchases, vendor approvals, expense reimbursements, security detail, use of vehicles, residency requirements, donations, and more.
- Financial reports, budgets, accounting records, receipts, board meeting minutes, vehicles purchases and leases for Thornton Township, starting in January of 2021.
- Documents and records regarding the Tiffany Henyard Cares Foundation.
- Payment and reimbursement records for Tiffany Henyard, Keith Freeman, Government Staffing Advisors, Fenia Dukes, Carmen Carlisle, Gerald Jones, Stan Brown, Kamal Woods, and Cheryl Schranz.
- Records related to bids, contracts, invoices, etc. for a variety of printing companies including Aldaco Printing and On Demand Printing. This includes invoice number 649823697845637330 in September 2022 to Jose Aldaco.
- Contracts, agreements, and payments related to the Del Galdo Law Group LLC, and any other law firms.
- Records related to township travel, including for the October 2022 trip to Springfield, Illinois, the March 2023 trip to Washington, DC, and the May 2023 trip to Las Vegas, Nevada.
- Communication records for Tiffany Henyard, Keith Freeman, Robert Hunt, and Kamal Woods.
- Records, agreements, tax statements, invoices, receipts, and other documents regarding Tiffany Henyard, Good Burgers, Inc., Aiesha Properties, Inc., Friends of Tiffany Henyard, and the Tiffany Henyard Cares Foundation.
The sweeping subpoenas seem to indicate federal investigators are attempting to leave no stone unturned in their investigation of Thornton Township’s leaders.

Tiffany henyard is a disgrace to Black Women that work hard for many of the accomplishments that they have made, she is a thief and a thug in a skirt, she should be stripped of her Mayorial and supervisor powers immediately before she drains the city of Dolton and Thornton township.
We do not claim her in the fraternity of sisterhood. This woman had a criminal record of trespass to vehicles that is of public knowledge, and no one thought to check. The previous mayor had a heart attack during the campaign, and withdrew from the race. Tiffany appealed to her base of being a lifelong resident, and being one of their own. When her godmother is the queen of Cook County corruption (Dorothy Brown), this was an accident waiting to happen.
I agree 100%. I am a 25+ year resident of Harvey, IL. I knew Zucarelli personally. He was a good and honest man, who gave back funds to homeowners who lived in Thornton Twp when they weren’t needed. Of course we haven’t received anything since. She needs to go. I wondered how and why she was appointed cause I never knew it was by the trustees, BIG MISTAKE!!!!

I agree with Freddy up above is so sad to see this going on. This little town in Illinois for so much corruption and Freddy had mentioned the black women have worked so hard to gain respect in the business community and to have her just destroy it and not even care. She shows no remorse.

She’s not strong and has no remorse about nearly bankrupting an entire town. That’s not a mistake. This was premeditated. She knew exactly what she was doing. If someone is corrupt before power, how do you suppose they’ll act given real power? Just like Heynard did. Full stop. May she and her gang of thugs see the inside of a prison soon. OK, so what you’re saying is this – Because Tiffany is “a young black strong woman” and because other politicians have been corrupt, she should just get a free pass. AND you feel that the whole community should gladly suffer and do without, so that Tiffany can enjoy living her good lifestyle. Isn’t that pretty much the way criminals think?
It took long enough! They need to get everyone involved. Everyone who Henyard used to intimidate and threaten the residents of that town should go down with her. Make sure those police officers she used also get the book thrown at them and can never wear a badge and carry a gun again. I’ve watched in complete disbelief at the trainwreck over in Dolton. The blatant corruption is on another level! They didn’t even care to hide it! No telling all the horrific stories that these residence have had to live through. I’m just glad that we will finally see some justice for that town.

She hasn’t just “made a mistake”. Tiffany has knowingly and deliberately fleeced her community out of their hard earned money. Those citizens are suffering and doing without, just so Tiffany can party and have fun.

The AUSAs listed as being responsible for the subpoena are the same two AUSAs stated to be representing the government in the case against Keith Freeman, per the DOJ press release announcing the indictment.
That makes me wonder how deep the connection between the two(?) cases runs, given the seemingly unrelated/personal nature of the Freeman case.
